What Is the Legal Heir Certificate in Odisha?

In Odia script, it is called Uttaradhikar Praman Patra (ଉତ୍ତରାଧିକାର ପ୍ରମାଣ ପତ୍ର) — also referred to as "Varasadara Praman Patra" in some contexts. In English it is simply the "Legal Heir Certificate." The document is issued by the Revenue Department of Odisha and identifies all surviving family members who are entitled to inherit the deceased person's estate — shares, bank accounts, property, provident fund, insurance.

  2. Select the service. Log in and find "Legal Heir Certificate" or "Heirship Certificate" under Revenue Department services. You can also use the search function on the portal.
  3. Fill in the application form. Enter the deceased's details — name as on Aadhaar, date of death, address in Odisha, district, Tahasil — and list all legal heirs with their names, ages, relationship to the deceased, and Aadhaar numbers.

The official timeline in Odisha is 30 working days from complete application submission. In practice, with complete documents, most applicants receive the certificate in 15–25 working days. Multiple Tahasil offices serve different areas within Cuttack city. The city has a well-established network of facilitation centres.

Sambalpur

Western Odisha's main city, with a significant industrial base nearby — NALCO's smelter plant is in Angul (about 100 km away) and many NALCO employee families are spread across the Sambalpur-Angul belt. Sambalpur Municipal Corporation handles death certificates. The Sambalpur Tahasil office covers the main city area.

Rourkela

Rourkela is Odisha's steel city — home to the Rourkela Steel Plant (SAIL/RSP). Many RSP employees and their families hold SAIL shares, often as physical certificates issued decades ago.
